The heat from the motor is causing some sort of film paint/chrome. Ride now, I can rub it off with a cleaner. In the future who knows. My '96 Softail (black as well) never did this.
Mine did that in the beginning when I first got my bike. The smell of the motor breaking in lead me to believe it may have been something...ie...corrosion protectant....that was on the motor/and or paintfrom the factory. It eventually quit doing it and unfortunately the "new" smell of the motor is gone too.
Keep a good coat of wax on it and give it some time.
