Cause for concern?
Depends... If bike was properly stored in a garage without too much condensation you should be good.. Also if the bike was started from time to time the owner should have let it heat up properly before shutting down.... Otherwise condensation is collected inside and waters down the oil.
Check the oil ... see if it looks milky.. if so... Condensation..
Ask the seller to put fresh oil in it... Have him drive it around for about 20 miles... check the oil again. rest of the fluids should not be a problem

Or if it was stored at the bottom of a lake or outside and had flood damage I'd say not no but h3ll no!
How much surface corrosion can you find in nooks and crannies? You may find some to none if stored in a dry garage. But you you can't see any more chrome its either time to rethink or really low ball!

at that low miles contaminents from combustion bi-products should not be that great. Read they make the oil currosive thats why they say xx miles or 6 months. only change my back-up bike(sportster) once a year and you could put some on your saled
only ride it about 1k/yr maybe. If all else is good I would not really worry too much about that.

With such low mileage I wouldn't worry about it. But I would definitely change all of the fluids before I rode it.
Gotta ask this question; Why does it only have 700 miles on it? My Bike didn't get out of the first week with less then 1000 miles on it.

RiverRat , if the guy who is selling the bike has no objection , maybe see if you can have a Mechanic look it over first and you eat the cost of course.
If he has objections there maybe reasons ....
