fluctuating idle on start up

i have an 03 flhtci. hasanyone out there had a problem with a fluctuating idle at start up, it goes up and then back down to about 1050 rpm. after warmed while at stop, the idle will drop like it wants to stall. i have noticed a slight miss while bike is in motion. have checked the iac, tps, map, sensors and they are ok. could it be the iat sensor. don't have any intake leaks or exhaust leaks. any input would be helpful, thanks.

Its a Harley, they do that. My 01 Idles all over the place. If it starts on the first try, its a surprise. I just ride it and enjoy it.

my friend had the same problem with his 95aniv. road glide. he had it checked a couple times and was told it justthat way.
