nope - the dealer has some pretty inexpensive kits - $20?. if you have access to a brake you could bend the stock plate holder but then you'd have a gap between the bottom of the bracket and the license plate.

Sounds like the stock '08 RK plate mounts differently than the earlier models?
If not, you can elongate the mounting holes towards the top about 3/8". Thin out the heads of the mounting bolts on your bench grinder and roll the plate back.

I have an 08 FLHRC and it worked just like all the earlier models 1999 and up.

I want to do this mod too. And, I know how to get it done, I just haven't made a trip to Home Depot yet.
All that is needed are thick nylon washers (or metal) that are beveled/angled on one side (say about 45% or whatever). One of these on each side of the plate (like a sandwich with the plate in between) will automatically angle the plate. The thickness of the washers may require longer bolts.
If I ever get a "round-2-it" I'll snap pics and post in the DIY section.[8D]
