Longhorn HD in Grand Prairie Texas did mine. They have it done locally and is actually cheaper than the HD piece. They do it to quite a few of their bikes they put on the floor. I got to tell you, until you have it done, you don't realize what a big difference it makes. If you don't want too much color, getting it painted black is always an option (similar to how the 2007 SEUC2's were done).

Really improves the look on baggers.
Been telling my buds that one of them can have the stock inner fairing to paint.
But I didn't pay FULL HD price....waited for one of those 20% off weekends at a dealer.
Installing it was a 2 night effort.
Question? Better to buy it painted from Harley or have it painted by an outside source that does great work? Interested in hearing responses.
I bought a take off (inner fairing & fairing cap)from local HD dealer for $125.00. Had local painter here paint it for cost of $150.00.
Took original one off bike & replaced w/ painted fairing. Sold original fairing & cap on EBay for $155.50 Total cost to me $119.50
Down time for installation was approx 5.0 hrs.

This week I add my hogpro panther wheels and rotors and start the second phase of customizing.
I have an 07 Ultra and I'm in the process right now. I also bought the fairing mount mirrors and painting them to match too. It just keeps snowballing!!!!
