Fought this battle until an old timer working at a HD dealer suggested I purchase the spray can of PIG SPIT (for real). Spray some on a rag and place on the white wall, spin the tireand everything comes right off. No more sos pads, bleach pads and the rest.
The contents are very slippery so it's not recommended for the tread portion of the tire. Wiping it on the side walls produces a clean surface with a slight semi gloss.
