I worked doing grunt labour for a paintless dent removal company up here in canada, and my employer would never work on a harley front fender. this man had travelled all around the world doing this stuff, and is one of the best in the industry, but harley front fenders are so thick and stiff he always said they'll neverlook perfect...

+1 on TexasRedneck's suggestion--go see the store manager. It may be that the paintless dent removal will work, but I wouldn't do that until I saw the store manager and showed him the damage his unattended cart did to your bike.
