I guess I'm surprised that this subject isn't bringing better information.
I went to my Harley Dealer today. My 06 Ultra stock passing lamps have a GE 881L halogen bulb.
This is the common automotive headlamptype bulb of today with the exposed glass, that you don't touch, which just fits in the lamp housing and with just a turn is removed, and just plugs in.
My dealer looked in every catalog they had and couldn't find any amber replacement. I tied up two guys for a half hour.
I did a google search and couldn't find anything.
I went to my local Advance Auto Parts store. They found a direct plug in replacement in one of their catalogs.
It is a Hella Bulbs product and according to the 08 catalog is a new product. Its called yellow in this catalog.
The number I've got right now is "special order 80010249" This may be an in house number.
When I get the bulbs on Wednesday, I'll update this thread with the numbers shown on the package.
The price was $31.13 for a package of two bulbs.
I can return them if not satisfied with the yellow color, as the salesman was not sure if yellow and amber are the same thing.
This is a direct plug in bulb and requires no cutting of wiring or changing anything.
You're right about the type of bulb in the '06. It's not sealed beam or H-4. The guys in parts were surprised when I pointed it out to them. They were all set to sell me H-4 bulbs.

So you have to splice the wires in?I was looking for some with a direct plug in and have found none.The 06' kings have a non sealed type in which the halo bulb is pushed into the actual lamp housing.[:'(]
You can either get different H4 type bulbs or go with the Cee Bailey's Armor Shields. They look sharp and aren't too pricey either. I'm thinking on putting a set of yellow shields on mine.
I bought a set of these shields wanting to do the same thing. The quality of the shield are nice but I couldnt get past seeing the four dots of velcro that hold them in place. I took them off.
Did some research as I'm interested in doing the same (amber passing lamps) with my softail...
I have HD 68208-98A part no. as my passing lamp. The bulb is an 35W H3 and can easily be replaced by cutting off the boot. Rally lights sells two different yellow types (Xenon and regular Halogen) here http://www.rallylights.com/hella/H4.asp#HYPER for either $8 or $23 a pair respectively, however they only come in 55W. I currently have a 55W in my lamps and have no problem... running at 12V it's only an additional 2amps and the bike seems to handle it with no issue.
For replacing the Halogen GE 881L bulb that comes in later model passing lamps, rally lights sells 881 replacements for $23.91 a pair here http://www.rallylights.com/hella/misc_bulbs.asp. Reading the literature, the only difference I can find between a 881L and an 881 is 881L are supposed to be "long lived."
I'm went ahead and ordered the sealed beam bulbs from J&P as I like the look. If I miss the Halogen's, I guess I'll go ahead and order the H3's from Rally lights...
