i have an 08 roadglide and on the fork tubes between the upper and lower triple trees there are hard rubber donuts on each of the fork tubes, they seem to be press fit on the \\; tubes i can move them but are tight, one is on the tubes higher than the other, does anyone know what these are for and if they should be even with each other

They're not "fork stops" as in limiting travel, but protect the forks and frame from making contact in full lock turns. When I worked Motors, we filed our down to allow tighter turning...really helps on cone courses.
They are your bump stops to protect all of the vital wiring on your frame neck. \\; Do not file grind or remove them otherwise when you go to a full lock turn you run the high possibility of pinching and or cutting some vital wiring.
