I'm running 21/18 combo with 150 rear Avon tire. At most the steering feels heavier at low speed (<10 mph). I used the harley lowering air shock in the rear and the bike handles great, even in panic stop situations.
On the highway, the 21 fron tire acts like a large gyroscope and keeps the bike tracking straight even in a brutal crosswind.
Lots buy from Hogpro, but I went with Pro-One becuse I ended up with a great set of quality wheels that were cheaper than the saver sets.

21/18 on my RG. Handles and rides great. I lowered the front 1.5" and the rear 1". Had to weld in new fender brackets to raise and level the fender. I've read that others can get away with hogging out the rear fender mount holes. I wasn't that lucky.
