I agree that you should get what you want and, if you have to wait, so be it. I will say, though, that the ABS is awesome. I have it on the Ultra and, while I have not needed it in real life yet, I have played with it in the parking lot and it is well worth the money.
My .02 cents....Order and wait for an '09 with ABS. My take is that in the future, ABS on a Harley Tourer will be like Air Conditioning on a Cadillac....i.e. The difference in the original price will be made up when selling & the '09's have enough improvements to bring extra in a few years compared to an earlier model. As for my pro-ABS posture. It's better to have it and not need it, than to need it and not have it.

I was in a similar situation a year ago. I wanted an 08 w/ABS and ended up having to put down a non-refundable deposit and wait four months until it came in. In my 30-some years of riding I'd never picked up a bike in the winter and I debated whether I wanted to do that.
But I really wanted the ABS and I'm glad I waited. The new Brembo brakes on the 08+ Harleys are exceptional - very powerful and sensitive. I use two-finger braking just like on my sportbikes and sport-tourers. That's a good thing because it means they'll haul your *** down in a hurry, when you need it. But it also means they're easier to lock up.
It was kind of tough waiting. But it's been the best bike I've ever owned.
Get the '09 with abs. Well worth the wait. If you don't you may regret the desicion. ABS is a great option, esp if you ride in the rain. Why get a hog when you can go whole hog. Bottom line get what makes you the happiest.
