Bought a new shifter rod with the heim joints on it. recieved free install form
the dealer. Bike seems to shift ok but when you try to rotate the rod there
is no movement at all. Feels like a solid rod from foot shifter to trans there
is no play at all. does this sound normal??

The joints themselves should give you some rotation. The linkage itself should be solid, but you should be able to twist it back and forth some due to the movement of the heim joints.
I just installed a shift rod from Kury on my Ultra. It had to be screwed in to it's shortest possible length to match the OEM rod. Add to that, the fact that both ends use right hand threads, even if you turn the shaft it will not change the length. You have to remove one end from the lever and make length adjustments then bolt it back up.
Once length is set, the lock nuts are tightened and there shouldn't be any slack.
use some Loctite 242 Blue also. even screwed all the way in the Kury rod was slightly longer so it dropped the toe shifter and raised the heel shifter - easily readjusted though.
