Default ? on Ultra rear bracket

I'm stripping down the Ultra to suit my tastes and I have a question or two about the rear bracket contraption.

The chrome bracket/tubing the the tour pak rested on needs to come off. Looking at the attach points for this thing shows that I need to remove the shocks to get to the chrome rail underneath them, then remove that rail (that runs parallel with the top of the saddlebags) to get to the bolts that hold the tour pak bracket on either side...

Questions:

1 - Am I correct above?
2 - Can I remove & replace the top shock bolt one side at a time and not do any damage?

I don't have a lift or a stand (had them, but gave them away when I sold my last bike) so this will be done while the bike is on the kickstand...and after at least 3 beers...

Thanks,

I just removed my tour pak and I just loosened the 1/4" bolts that hold the front Saddle Bag mounts and the other chrome rail lifted enough to remove the bolt. I think we are talking about the same bolt.

Sleepless was on it...just the 1/4" front saddlebag bolt and the phillips head screw just above the top shock bolt allowed me to yank the chrome bracket out of the way to get to the tour pak bolts on either side. 10 mins later i was done.

Thanks for the pointers all

Now to find a better looking license plate solution than the billboard I have now!
