Fairing askew
There may be some truth to this. I think I have seen what you are describing myself on a number of touring bikes. When driving down the road, it appears that the handlebars and fairing appear tweaked to the right some. I have heard of some folks trying to move the handlebars by loosening the risers bolts, repositioning them and re tightening them. There isn't really much slop in the riser bolt hole so not sure how well this will work. It may have something to do with tracking or alignment between the two wheels but I have never looked into it myself. In a previous life, I use to work on truck suspensions and alignment and have seen some unusual things when all of the wheels are not pointing where they should be.
