Go with Arnott Air Ride System:
http://www.arnottairride.com/product...sp?groupId=157
I just ordered the 13" Bilstein air ride system

5'8" 150lbs 32 inseam and I can flat foot my 09 Ultra, but quite challenging on uneven pavement. So I was thinking of getting the HD lowering shocks and reach seat, combined cost was about $600.00.

Well for about $628 + $18 shipping, I can adjust, on the fly, the shocks from the stock 13" down to 10.25". Almost a full 3" of travel---WOW--like having the best of the both worlds (IMHO) without being stuck to a 12" HD shocks.

No you do not. But you cannot lower the front without lowering the rear.

I know the SG is 1" lower and has less padding in the seat, but the seat fells alot wider than the Ultra's seat but I can flat floot the SG with room to spare. The Ultra seems like, in stock form, it would be to tall for many riders?
I'm the same size as you: 5'10" 30" inseam (according to my Levis). I sat on an 09 Ultra yesterday trying to determine what I'll need to make it fit. I could sit on the saddle with the ***** of my feet touching the floor, or stand with both feet flat on the floor. I'm thinking that seat padding adjustment will be all that's necessary to make this a real comfy bike. My 96 has lowering blocks and a reach seat, which allows me to sit flatfooted with knees bent a little - real comfortable. The 09 will probably never get there for me.

I traded in my '04 Ultra for an 09 Ultra, what a great bike, smooth doesn't even start to explain it. I know what you mean about the seat, but I think the problem is more seat width then height. After breaking it in for a few weeks I am a lot more confortable sitting on it. Another option to lowering the bike is getting a different seat. The pillow top and the reach seat I believe are both narrow and might fix you problem.
