I bought my '04 Ultra this past march (with a bunch of chrome add-ons...forks, front wheel, engines doo-dads, etc) with 14K miles for $13K.
Offer him $9K......
If that old man is stuck on $10K.....I would walk.
Although two tone blue sure is pretty. LOL
Leave him your number and tell him to call you......and tell him don't wait long.

I know I'm not comparing apples to apples but I had a mercedes that I was saving for my son for when he got his license. The car sat and didn't get much use. When the time came to use the car we had several problems that I'm sure wouldn't have been an issue had the car been used daily. Gaskets and seals dried up and rubber deteriorated. Now, I'm afraid to put any money into it because I'm not so sure when the bleeding will stop.
