I just purchased an '09 Ultra Classic. WHat are the best upgrades to do in order to get it breathing better? From what I have been reading it seems most say upgrade exaust and air cleaner. I have always liked the Rineharts, but not sure if I really need the true duals or if the slipons would be OK.
Any suggestions? Since I ride 2up most of the time, a boost in torque would be great.

Well your not going to get as much a boost in torque with the true duals as you would with a nice 2 into 1 system....and thats the fact. Depending what intake/exhaust/fuel management system you go with you will realize some increase in torque, how much depends on the products you use and the guy tuning the bike on the dyno (a 2 > 1 will give the best performance boost).

On my 2008 Street Glide I went with a Screamin' Eagle Heavy Breather intake, and Rinehart True Dual's with the new SE Pro Race Tuner, and then had it tuned by my dyno tech. The guy on the dyno has done other bikes for me and has gotten very respectable numbers out of them all.

Like you said though you do a lot of 2 up riding and you need to relay that to the guy that does the tuning. If you decide on a fuel system that does not require a dyno tune, that will work also. You could go with a Daytona Twin Tec and do all the tuning yourself. The DTT system has several other advantages, and if I buy a used bike like I have in mind this will be the fuel management system I will use for my build.

You will get a bit better performance out of a true dual system than just a set of slip ons, but many just go the slip on rout. You could also get a good quality set of head pipes, and then go with the slip ons of your choice....mix and match sort of.

If it was me with the brand new 09 Touring bike, I would stay with the SE Heavy Breather intake, and go with the V & H Monster Ovals and a DTT or SE pro Race Tuner and a dyno tune.

Thanks for the info, Bizz44. I have been looking into the HD catalog at all the different options. This kind of work I cannot do. Remember the house that Moe, Larry & Curly built? You get the picture. My dealer - for the V&H monster ovals, SE Heavy Breather intake, SE pro Race Tuner and a dyno tune - says it will cost me roughly 2300.00 ( includes a lot of labor to build the custom map using the Race Tuner ). He says with this I will get about 10% more HP and Torque than stock.
Now I am wondering if I should go with the 110" upgrade or the Stage II big bore upgrade instead ( 103" ). I can swing the 2300, but looking to get the best bang for the buck, meaning a lil more HP and mainly more torque for 2up riding. Whatcha think?

Just go faster dude, it will breathe fine. My 08 has been flawless, can't think with all the upgrades on the 09 you need to do anything but ride it like you stole it!

The HD catalog states, "All EFI equipped models require ECM calibration (priced separately)" for the 110 and 103 upgrades. Did you take that in to consideration?

1st of all Mike, you need to find a good independant mechanic. Your dealer is the absolute most expensive and probably the least experienced way to go. Next, call or visit the website of Eastern Performance. Ask the dealer how much they charge for the Rienharts as an example, then price them at Eastern. It wouldn't surprise me if there was a $400 difference. You also don't need a Heavy Breather AC. Very expensive and a Arlen Ness Big Sucker will do the same at a third the cost. Then you will need a fuel management system. I use a power Commander, PCIII, which I am happy with.
As for the Big Bore, you aren't going to realize that much improvement with that IF you don't do the things you mentioned originally before that or at the same time. I would do a set of gear drive cams waaay before a big bore. A big bore and head work is what you do if you have any money left and you bike is looking like you want it.
I sense you're new to Harley so my advice is slow down, ignore most of what your dealer tells you listen to the guys on this forum and keep an open mind.

Thanks all for the info. Actually, I have been riding HDs since 1982, but i am a computer programmer, not much good mechanically. I figured the dealer is raping me hard with their 80.00/hr labor + parts and I don't really trust their know-how as I have seen over the years. Since I live in Houston near the med center, anyone have a suggestion of a shop that works on HD and doesn't try to get rich overnight?

Mike, I meant no insult with my observation. You are probably like me and are riding your first EFI Harley. It can be confusing, where as in the past all we had to do when changing things was re-jet to get them running rich enough.
I suggest you hang out at the dealer ship on Sat's and ask the other guys hanging out who they use as a wrench. Ask around, I'm sure that in a big city like Houston you will find plenty of knowlegable guys to work on your scoot.
My guy is a paraplegic and a hell of a guy with things like you are asking about and has taught be a lot. He charges $45.00/hr and will sit and BS all day for free. I hang out at his shop a lot and I learn a lot.

Not offended at all. Sorry if I came across like that. My point was that even tho I have been riding HDs a long time, I am still ignorant as I was on day 1 when it comes to mechanical know-how.
