Can 2 Powerlet Socket Kits be installed on a RKC? I'd like the Powerbar for the Garmin Zumo and the other socket on the horn bracket for the heated clothing. If so, is it possible to use both at once? I'd be heating gloves and a jacket liner plus running the Zumo.

As long as you have them both fused separately.

Get yourself an aux fuse block and that will make all electrical mods clean and easy.
