You have a couple of options. Neither which includes a pair of gloves. No one makes a pair of gloves that will keep your hands warm while riding if your hands are catching wind... If they did, you wouldn't be able to sell a pair of heated gloves.
Most are hooked on the Gerbing/Harley Heated gloves (they are the same). There are two faults the Gerbings, one is they have heat on the inside of the glove, which exposes the outside of your fingers to the cold. The other issue is they are bulky. I switched from riding with Gerbings to Warmnsafe last year. These gloves are cheaper, not as near bulky, and heat the outside of the hand.
The other option which I use when I travel on one of the big twins and don't carry electrics is "Moose Paws". They fit over the end of the handle bars (very popular with ATV). To be honest, the Moose Paws work better than the heated gloves, but they aren't "cool" looking.
Well since you asked I carry the Hugger line, the only truly water proof leather, read the artical on the home page.... Not expensive and exception quality the Lined gauntle gloves are good down to 32 degrees.

Not sure where you got your info about the Gebings not heating the outside of your hands but they most certainly do. If you check their website it will tell you so. The best one to buy is the G3 version.

So the Gerbings don't heat the finger tips? That is my main problem(cold tips!!). I did see some heated gloves on ebay where the rechargeable battery goes in the pocket of the gloves for $139. I still ride when it's 20 degrees and just want to get the best

Don't let anyone tell you the Gerbings don't heat the finger tips,I use them on my eg and sport,they work great on both bikes,if they don't heat properly there is something wrong and the heat elements are warranted for life.I have the heated insoles they have just come out with, comming,they are due first part of Dec.I can hardly wait.
