Check out 
M&M Cycles for Lid Haulers. They have the best price hands down. No better price anywhere. I bought my set from them. They offer the lid covers and duffel sacks for the price of just the lid covers sold by other vendors. Compare, you won't be dissappointed.

Lid haulers are a cover that is attached to the saddle bag lid by the use of velcro that is attached to the inside of the lid. Once placed they offer the use of a small duffel bag that you can attach to the lid or use them to stow a jacket or such. I use them, and they offer a huge increase in luggage capacity. However, on a bike with a tour pak, I dont know how much clearance there would be. Seem like it may be a little tight.

Hi, I've mentioned them several times. The company that makes them is called RideTek. I would recommend them to anyone going camping.
Make sure the covers are warm when you fit them as it's easier to stretch the vinyl and adjust for a good tight fit.
