Harley has (or used to) flag mounts that clipped to the tour pack.
The flags were above the tour pack by a couple inches so they would not flap
against the paint. I have ridden behind bikes with the mounts and I guess because they are basically behind the bike....they were out of the wind stream and did not flap violently anyhow.
The link you posted says they are mounted with double-sided tape. I am not a fan of that stuff to hold on things you may want to keep.
Think American, think pro-pad
I checked out many of flag mounts. The Hd one's will mar the paint in time. I have been using the pro-pad mounts for several years now and they have passed my test. Polished stainless, sturdy mounting (for tour pak rack or saddle bag protective rails) solid or hinged. Cost more but made to last. Their flags are American made.

I know the Propad flags and mounts are top notch. I had one on my Heritage and would put one on the Ultra, but, I don't have anywhere to mount it. I'm not interested in a luggage rack and I have loghts on my lower rails, so I'm kinda limited.
Hey Shrink, i too use the HD flags that attach to the tour pack. i have had them for some time, they show no damage to the bike, do not flap in the wind real bad, and look good.
