If that's a Police model from another dept, they seem to do that a lot. I know that half of the bikes in our fleet (which isn't much), do the exact same thing. Some here have suggested to blip or just roll on the throttle while looking for neutral...that's what works for the bikes we got.
You may have to do some trial and error for a fluid that works with your bike, as what might work for one person, may not work for another, all things being equal. (prolly not what you wanted to hear, but sorry, that's the best I can give you). Good Luck, hope you work it out.
