I jack the bike up, carefully spray a bit of Bleachwhite ( up close ) and rub with steel wool or nylon brush. Then quickly wipe clean with a very wet ( but not dripping ) rag. I put a folded towel underneath to catch the junk. Cleans em nice and white and I can spin the tire as I need to move to a new spot.
That's what I use the Bleach White. It's the easiest to use so far of all the things I've tried.
If you have access to it DC99 works well. Commercial grade general degreaser. It is strong stuff, a little goes a long way. I dilute it at least 50/50. If not available Westleys Bleach White.
You can do this before or after washing the bike as long as the tires are dry. I use the "White gas" the kind used on the coleman gas stove or camping equipment to oily parts. while I was bleeding the fronts brakes after installing the stainless steel lines brake fluid got on the tires knowing that the white gas delute petrolium base product I wipe the tire with a rag saturated with white gas. the white wall came out clean like new.
So yesterday after washing the bike I cleaned the tires the same manner, they came out clean like new. I tried everything under the sun nothing gave me this kind of result.
I'd stay away from steel wool type pads. One little piece of that will quickly turn into a rust spot. Then you will really have fun trying to get rid of it.
