We had the same trouble on our 2008 Ultra so we installed a stage one kit with rush slip ons and added the mid frame heat shields. This really cut down on the heat.

Stage 1 with a good fuel manager is the best answer, but you can do a fuel manager without doing anything else. Just get that bike a little more fuel, it will run cooler.
I put a nightrider 02IED on my 08 FLHT and it cooled it off a bunch! If you are gonna leave everything else stock thats the cheapest and easiest route.
One other thing you can do for your wife, and something many people at the dealerships don't know, the 08 Ultra can be, or was adjusted at the factory like the 09's to turn off one cylinder when the engine gets over a certain temperature at idle. You do not have to roll the throttle forward like the 09, the system, once set, does it by itself. I recently had my dealership do this to my bike in anticipation of the summer coming. Hell, most of the sales people at the dealership when I mentioned I had heard about this adjustment said HUH?? The dealerships will do this for nothing as it should have been set by the factory, if yours isn't pre-programed already.

There's an easy way to find out if your bike has this feature already enabled. My my bike did and from what I read the bikes built from Dec. 07 through the end of the model year had it enabled at the factory. Here are the steps.
1) With the ignition off, turn the switch to Run (fuel pump)
2) Turn ignition to the ON position
4) Roll throttle forward and hold it approx 5 seconds.
5) Watch your Crusie Control Instrument Light to flash RED or Green.
6) Release throttle once lights begins to flash.
**Red flash means system is disabled. Green flash means system is activated. You can turn on/off the system by repeating the procedure. It is not necessary to start the bike for this procedure, just follow the above steps.

Can this be done on an 07 or was it new to the 08"s?
A few things you can do. Install an oil cooler, install a stage 1, install heat shields, install passenger footboard spacers, install true duals instead of the crossover, install all the above.
And install the Kuryakyn passenger adjustable footpegs. They add several options for the passenger, besides just the floorboards (you keep the floorboards, also) that allow her to get her feet up and out of the way.
Any of the above will help individually but collectively they help the most. Some things.....cams, air cleaner, tuner, exhaust, oil cooler, etc. will not just help her be cooler.........it'll also help your motor to run cooler (spell that longevity of the motor) so I'd suggest those changes first, if you're not able to afford them all at once. By the way, these same changes will also add more horsepower and torque, too (better passing ability as well as better climbing in the mountains).....especially when loaded.
