Fuel mileage

I recently purchased an '05 FLHTCUI w/ 16,000 miles on it, Stage 1 breather & after market slip-ons(brand unknown).The best mpg I have got out of it is 38. I think it should do better any suggestions? Another thing taking off in 1st gear, feels like I'm taking off in 3rd what's up with that.

Don't know about the first gear thingee, it may have had a gear change.But the mileage sounds about right. The best I got out of mine was 40 mpg before the build. Now I get 38 to 42, go figure.
