First thing I would do is take pictures of the damage.
Then I would get an estimate cost to cure.
I would then approach the owner with the invoice.
If the owner laughs in your face, I would inform him that you will set up a trap for any animals that could tamper with your vehicle.
I would politely let him know that the "animal" responsible for the damage will be "removed" at your expense.

I would simply threaten to take the cat to an undisclosed shelter, ASPCA, or some type of animal rescue....far away from home.

If it was me the LL would never find the remains. And I would say I have no idea were wiskers went. And I wouldn't care if he suspects. But then again that just me.

I'm not a fan of cats myself. Can't stand 'em as a matter of fact. They're nothing more than footballs with legs to me.

BUT...

As a dog owner, and knowing how attached I am to my pups, and considering cat owners are probably just as attached to their furry footballs....

If I saw someone hurting one of my pups there'd be an ***-whippin in order, and I can assure you the hospital bill would be more than the cost of a new seat. If I suspected someone of poisoning/killing one of my pups, I'd likely be convicted of murder. You don't mess with my pups. Period. Since I have no human children, they ARE my kids. Eye for an eye.

Contact Animal Control and have them round the cat up. Keeps you out of:

a) jail,
b) hospital,
c) morgue

When I have a problem with peoples cats in the past the owners did nothing to cure it. A air rifle @ 1000 FPS took care of most of them, the anti freeze took care of the rest. They are on my property causing damage or dismay then its my right to do as I see fit to rid myself of the vermin.

For the guys who mentioned that he should move I just have to ask. ARE YOU FREAKING SERIOUS? He should move because someone else cant control thier pet. Get a life, stop recyling your sandals and recharge your prius.

Give the man a chance to correct the damage and control his pet. If he refuses, or the pet continues then by all means set a snare trap under the cover (then bash its head in), use my pelet gun, antifreeze whatever your choice to rid your neighborhood of a nusance. Everyone shouldn't have to suffer because of someone elses lack of control of thier cat. NOBODY should have to put up with that crap.

The cat is on its own property, it's the landlord's pet. But hey I understand where you're coming from, I used to be like that too when I was 13....

Here's what I use. It totally encapsulates the bike, and keeps all the critters out.
Don't blame the cat cuz you're not covering your bike. And don't go on the internet about planning your crime. Haven't you ever seen "America's Dumbest Criminals"?
Here's a link, for the cover http://www.discountramps.com/motorcycle-pocket.htm
