RG is definitely a bike for a longer reach person, different ergos than a SG. When I got mine it took a little to get use to that "top heavy" feeling, of course I just upgraded from a Deuce...

Did not have to change cables with my particular set of bars. If I would have gone any taller I would have had to though.

After riding fixed fairing bikes most of my life, I had the opposite with me and the Bat wing bikes. I felt like the dash was in my lap! She can't see the front fender or wheel turning in stopped or slow moving conditions and it makes the feel of the bike different. Maybe some more saddle time will cure this disabillity. I don't really have any advice on what to do but good luck and have a safe trip.

along with the seat and bars..to get her closer, you could add the SG rear shocks..to get her about an inch lower

My road glide is the only bike I've ever ridden(other than a dirt bike when i was a kid) so I can't really give any comparison help but as fara s bars go take a look at the Khrome Works +2 sweepers, I just got a set along with some isogrips for my bike & though I haven't installed them yet( waiting on my service manual to come in) just holding them up to the stock bars while seated on the bike I can tell they're gonna be a big improvement.

The SERG already has lowered shocks. I would agree with changing out the handlebars...ALL stock Harley handlebars suck IMO. I installed Wild1 WO517's and they provided the pullback that greatly improved the riding experience for me.

Well, in slow moving conditions that's actually a good thing. She shouldn't be watching the front of the bike, she should be watching where she's intending to go.

This is, I understand, on of the things taught in the advanced riding courses.

I'm 5'9' and I'll echo the comments about the bars being too far away. I swapped out the seat for a HD "Reach" seat and rotated the handlebars down (back) as much as I could. That made the riding position acceptable to me. Plus the reach seat put me a little closer to the ground. I still have to stretch a tad to reach the bars, but with the cruise control I can remove one hand or the other from the bars periodically for a stretch break.
