I frequent a local beach area, where the path to the beach is about a mile or so. The speed limit is a very strict 25mph.
My cruise won't engage anything slower than I think 35-40 mph.
Is there a way to change that?
I hate holding the throttle in such a stationary position for that long.

There's a reason for that, as it's not real safe to have the cruise engaged at such a low speed. My suggestion would be to change the grips to the Kury ISO and get the throttle assist so you can rest your hand on it.

My 08 has to be at least 30 mph and 3rd gear. Not to big of a deal for me cuz I have a 3 mile stretch at 30 mph. Only problem is I can't run it in 2nd.
You can probably get the speedo calibrator from JP, its about $100, then you can calibrate your speedo off by 5-10 mphs and trick the speed sensor to think your doing 35 when you are only doing 25.
I have one to install on mine when I find the plug connection out of the trans, my speedo is off due to front gear change. Im not saying it will work for sure, but I was thinking of trying this on the top end and set the cc to 90.
