Bear with me. I searched and found many ideas. Cant figure out what I would want to do. Need expert help as I am new. Purchased my 2005 ultra classic last fall with 49,xxx on it. Found it online and flew to Reno to pick up. Had stage 1 already on it. So dont know much more history than that. Yesterday had fuel hose pin leak and they dynoed it to help direct them with the cause. Dynoed 68 HP. Mechanic was telling me everyhting I could do but he did not know prices.
I would like to stay below $2K. What would be the best way to do this to acheive best power for the $$? All in all I am disappointed with the overall power of this big machine as going up hills I lose or dont have any throttle left. Live in Montana and travel @ 5 - 6K miles a year.

Cheapest way is do the exhaust, and a fuel processer (ie power commander). That would increase power. If thats not enough than consider a big bore kit.
Since you say you already have the stage 1, next up would be cams. I would skip the cams only and go for the big bore. I did cams this winter and am doing a BB this fall, but I just can't leave anything alone. I'm a true example of the HD sickness....
If you can do the wrenching yourself, you should be able to get it all done for well less than your $2k.
I would get the new tensioners as stated above. I dont think it will help hp or torque but with close to 50k miles on it im betting it needs those. If it were me doing upgrades with the 2 grand you have I would look at getting new cams and some headwork done assuming you already have hi flow air breather and exhaust. Find a competent mechanic that can get a good dyno tune after you have the mods done. If done right I dont see why you couldnt get another 15 to 20 horse but torque is most likely where you will really notice the difference if the correct cams are installed.
Clean up and cc heads, maybe a basic port. Have your cylinders bored to 98". Get compression right for say a Woods 6, or Andrews 54 maybe...
Should be able to land below 2k with labor.
