FWIW, Richard Pomeroy makes beautiful chrome stainless hinges for both tour paks and police sadldlebags, but they are not the same parts, though they look the same: dickelk@aol.com.
The saddlebag hinge part nos. from my '04 Police parts catalog are 53247-80 (bottom) and 90902-93 (top).
Also, HD revised the original premium hinge to work with older (fiberglass) tour paks and chopped tour paks; the original version was for the '06 and newer King tour paks. Don't know what the difference is between the two versions, however.
