"Rat" means different things to different people. I think the term is tossed around to much... i can see what I consider 'rat' elements underneath all of that garbage, yes, garbage... I said it. Throwing on, strap'n, and tape'n a bunch of crap into every nook and crany makes not a 'rat' bike in my definition of the word.

Some people will do anything for attention. Neighbor has spent $25K on his bike with upgrades to try to win awards at bike shows, and rarely wins. Yet he keeps throwing stuff on there hoping that people will come up and look at his bike. He actually tries to get people to stop and ask him about his bike when he's sitting in a lot ("hey, just had my bike painted, what do you think?", etc.).
To each their own. If it makes him happy, more power to him.
