Security Alarm Issue

Trying to help a buddy out, brought his 09 FLHTCU over to put on my lift to give it a good cleaning. Just got it on the lift, turned off the bike. Decided we needed to move it over. Went to start it and the alarm starts going off. We have the key fob..no diff. Checked the battery in the fob, 2.9 volts. Tried the manual disable with the blinker switches.. no luck. We also tried disconnecting the battery for 20 minutes..no luck. Everytime we turn on the ignition...alarm beeps..if you leave the ignition on the alarm will go off. Bike will not start. Anybody have an idea what's going on??????
