The factory calls the surging and crappy low speed running (especially when doing slow parking lot u turns etc) 'crosstalk'...imprecise air/fuel mixture because of a single throttlebody..they don't have a cure yet. I was told that pc3 or sert wouldn't address the problem, but that replacing my touring mufflers with the stock ones to increase backpressure would help smoothen the bottom end out. I also keep the revs up now. I'll live with it til I get a pc3 and find a good tuner. You really should check your primary adjustment...until the bike is well broken in, the chain will stretch, which will mess up your timing.

Yes, I have it as well. Seems to be an injection thing with RPM. Even my 95 GMC does it and always has, it a 5 speed as well.

So it is called surging, my 06 Ultra does it as well, had the injectors replaced last week and it still does it, I am kind of used to it now.

OK, I have to know. What is PC III / Dyno tune and what does it do for the bike?

Had the same problem on my 05 RKC. Could set the cruise while at 2000-2400 rpm on a smooth road and the surge was very noticable. Also driving at certain slow speeds was not enjoyable, always had to go a gear lower to avoid the surge.
Installed a TFI unit and after a few times adjusting it, the surging is gone as is the decel popping. have V&H true duals, SE slip-ons, stage 1, and don't plan any more engine mods. You may look into that.
