I've seen both, a luggage rack and a fender bib, leather. Would like to see pics of yours, either to help me decide, and where you got whichever one at, price etc. Rear fender's too scratched to run nothing, and I will quite often put a back seat back on.
The Mustang rear fender bid is nice. The Motherwell Chrome luggage rack looks realy nice. Go to Motherwell Products USA. I bought one for my 09 Street Glide. (MWL-421) It's a 6" that will fit 07-up FLH's. They state it's for use with a Corbin solo but it looked fine with my LePera solo and Mustang solo. (Ya, I bought three solo seats before I finaly got the right solo look I wanted). I actually don't use the luggage rack because it took away from the sporty look I wanted. I'm running just my HD Brawler solo seat now. I was lucky that I removed my stock seat right away for the solo, so no damage to my paint on the rear fender. You can still see the top of the rear fender with the luggage rack installed, so keep that in mind. I think I paid around $84.65 + S&H for the Motherwell rack.
I had the Motherwell on my '06 Road King and liked the look. I now have a 2010 Road King and have thought about the luggage rack again. After looking close, I think H-D has a beefier look than Motherwell's. And yes, it cost about 3 times as much. I liked the H-D better for my '06, but wasn't willing to let loose with the $$$.
So it all boils down to "money" and "looks". If I do decide to put a luggage rack on the 2010, I'll wait till I have the money so I get the look that I want the first time. Otherwise, I buy the Motherwell's and always wish I would have waited and bought the H-D even though it cost more.
I've taken a shine to the HD rack but they do cost about 3x what a Motherwell costs. Here's a picture of my RKC with the Motherwell (it cost about $65 direct from Motherwell):
