Snug, is the way a riding jacket is to fit. If the jacket is to loose or ballooning defeats the purpose for your protection. To loose rides up, rolls up exposing your body. Also if it twists around on impact, it will burn your skin.
In my opinion there is no such thing as a all weather jacket. I have different jackets for different weather.
Just keep trying on (even if it is the same model) until one feels right. Also it will take a good season for the jacket to break in and make crease that fit your arms an body.
