does the sert have pre programed maps or does it need to go to a dyno for tuning ?

There are maps on the software that you can pick and load. They are for HD parts only, but you can get close with comparable parts. Say for instance you had Andrews 26 cams, Ness Big sucker and slip ons you would choose the map for SE204 cams, SE air cleaner and slip ons and you would be real real close. If you want to get spot on with optimal performance then you should get a tune.

thank you I wanted to do a air filter and I have exhaust now I want to do a tuner that will grow with the bike

SEST, TTS Mastertune, PCV, etc. will all grow with the bike.

You are opening a can of worms with that question, but IMO the TTS MasterTune is the best bang for your buck. Which is why I just ordered one and installed on laptop today.

The V-tune makes it worth every penny.

I see SEST's for sale on Ebay. Can you install these yourself (once you get the cable) like you can a TTS?

Yes you can but it is a very poor copy if the TTS.
