I've been told by Chicago HD that they cycle through the colors in batches, but the more popular colors (esp Vivid Black) get revisited more often in the cycle. So ordering a black part would most likely get to you faster than a more obscure color. Also, colors that are currently in production (i.e., the line is already painting stock bikes that color) would get to you faster than, say, 105th Copper.
My experiences ordering painted from the factory have been mixed. My SG lowers came in less than two weeks. The KTPak for the Road Glide took almost two months, and I got the wrong part in the wrong color the first time to boot.
If you're in a rush or want to save a few bucks, you're probably better off ordering primed and taking it to a local paint shop.
