In one word, Yes.
The #194 is the same bulb used in the front fender Tip light from when Harley started to mount them on the front tip of the fender. I think in 1979. (Not on the top of the front fender)
It is the same bulb in the rear Fender Tip light too (except for the LED Screaming Eagle models). The just have different color covers. Yellow in the front and red in the rear.
