I swapped out new tires for a set of E3's which are everything that all are reporting back about. During the install I also removed the front bumper from my 06 Ultra. I like the look much better with out it. The question comes in now at around 50 MPH I am now hearing what seems like a harmonic hum from the front end. Never had this before, from a logical standpoint as these are the only two changes it has to be one or the other (tire or bumper removal). Can the fender be catching more air and causing this? Guys that are running without the bumper any feedback? Or any other suggestions? I am going to pull the front tire off this morning and reinstall the bumper to see if this changes anything and reinspect bearings, rotors ect.....

I had this happen on my V-rod after a tire swap. It was as simple as the brake piston cocked in the caliper when I pushed it in. the noise was the pad wearing a grove.
i'd suggest reinstalling the bumper on the front fender and going for a ride. that rubber bumper might be quelling some harmonics going on. i cannot comment on the e 3's as i've only got the one on the rear for now. when i need the front, i'll replace it with the e-3 also though. replacing the bumper would be the first and easiest way to check if that's the problem. i know, streetglides etc, don't use the bumper.
I've had my E3's for about thousand miles. They are no noisier then the stock tires, probably quieter. I know a bunch of people who run them and none has ever mentioned them being noisy or loud.
