I've had mine 4 years and do most all of my own maintainence. I also put my RKC on the stand to wash and wax. No problems. I know in in our area we have independen hydraulic parts and reapair places. Perhaps one of those guys could help. I definitly would not leave a bike on the jack over the winter without at least letting the weight rest on the mechanical stop
I've had 2 of 'em for quite a few years and neither has been a problem. Must not be the same now as they used to be since my bottle jack isn't welded to anything. I have even taken it off to use on a bad car door to level it up.
Sounds like you need to bleed the jacks pump unit.
Open the lowering valve and pump the lifting pedal a few times, then close the valve and see if that helps.
You also might check the oil level in it. Most bottle jacks have a rubber plug on the side and the oil level should be up near the plug with the jack lowered and setting vertical.
If that doesn't work you should be able to replace the bottle jack fairly easily, unfortunately it will likely be with another cheap chinese piece of garbage since that is all you can find these days.
