He can refresh his swingarm in several ways. I recommend using one of the after-market bushing kits, which come with instructions. I used True-Track, but Motorcycle Metal and StaBo also have products he can consider. He should also replace the rear mounting rubbers while he is at it. He has no choice IMHO but to remove the swingarm and would be wise to get a factory manual.
He can replace his swingarm with a later one! I have just done it with my 1990 bike. I bought a 2007 swingarm with brake caliper and wheel axle, plus a 2005 rear wheel with rotor and pulley on ebay. The swingarm bushings in the 07 need to be changed to take the 2000 swingarm axle (which is smaller). True-Track, Motorcycle Metal and StaBo make suitable bushings. The later swingarm is longer and he will need a 3T longer belt.

part #14 needs to be upgraded to one that fits tighter in the tubing(probably hafta get aftermkt).. check for cracks in the swingarm in the area where axel passes thru...
