Are they talking about squeezing the brake lever and inserting something between the lever and the base of the lever so it can not close? then removing it from the handlebar.
Pull on the brake lever, you will see a space between it and the housing. Place a shim of some sort (I used a zip tie folded, of course this was after breaking the switch the first time ) As others have said this is to prevent breaking the brake switch.
Keep in mind that if you're only removing the brake lever you don't need to put that spacer in. You simply pull the lever in a little bit, and remove it. The only time you need to put a spacer in is when you are removing the master cylinder and the brake lever as one unit from the handlebars. You need to use a small flat bladed screwdriver to hold the brake light switch in a little bit when you are putting the lever back in. This is where it gets broken off.
