Default shocks

98 roadking classic. Had bike for 4 years, great bike. added tour pack this winter and when started riding had bottoming out on small dips happenening. Check air it was 8 lbs bump it up to 12, no help. I weigh 200lbs and girlfrend 100lbs. Bike was lowered when I bought it with stock shocks. Took to local serviceman and decided shocks were leaking, co worker had a set of harley shocks made for the lowering kit and I bought them, put them on but bottoming out was worse even when put 20 lbs in them This past weekend replaced the air with Progessive 11 inch heavy duty. First of all ride is stiff but we still are hitting bottom quite a bit. Should I try 12's. this bike has never done this before. Need some advice.

I have a 2000 rk classic with a tour pak and have no issues with bottoming out, and I have more weight than you do with me and the wife. If it was fine before the tour pak addition then make sure nothing was altered when the pak was installed that would be rubbing the rear tire when hitting dips.
