I'm looking at the Clearview Windshields. My stock shield is 20.5 in from head light to top of shield. I like looking over the shield. Can I go with a 17in shield and have the same result as my stock shield? What about thier blemished shields...how bad could the blemish be to not sell?

They stamped mine twice with the DOT mark (they considered that blemished) and I got it for for 15% off. No big deal . . . the DOT mark is about the size of a thumbnail and is damn near transparent.
I bought a 17" blem for my RKC. I they hadn't pointed out the 3/16" light scratch in it, I'd have had difficulty finding it. I look a couple of inches over the top. Had both the stock and touring shields. The Clearview is the best by far.
I bought a blem a year ago. John explained it to me for much longer than I wanted to listen. 25% off and shipped same day. When I got it, I looked at it in the light, with a flashlight, upside down and sideways. Damn if I could find anything wrong with it! Over a year later STIL going strong. Height, as said earlier will depend on your personal preference, but their shields are TOP SHELF!
The 17" recurve should give you the same wind protection as the stock 20.5. I have a 17 blem and am very happy with it. The blem location was marked but after I unwrapped the shield I could not find the blem. It was at the bottom anyway so it would not have been noticeable while riding if I did find it.
I love my Clearview. I look over the top and get good protection. No buffeting.
Talk to John and give him your measurements he will fit you with right height.
So if a 17" shield will work, what will a 20.5" do? Just push the wind further over my head? And why do they list the Road King in the Cruiser section with the Dynas and Softails and others? The audacity..........lol
