stick some plastic bags (kmart type) inside whatever bags you get.. stuff em with dirty or wet stuff to keep it seperated from the clean dry stuff... also good to wrap the spare set of shoes in.
Yep the new MoCo bags with the Ultra Ltd are the best design for panniers - I've never had any leaks on Harley hard boxes
I have the old soft HD bags, plus a rack-top bag. I use a large tough bin liner in the top bag. Never had any leaks in 20 years of my three hard bags. I did replace the rubber seals about ten years ago, when I had them all repainted. With two of us we have four bags, each with handles, to carry in. Recently completed a 2,500 mile trip from the UK to Poland and back, staying in hotels.
Another + for the soft saddlebag liners. Nothing worse than checking into a nice hotel carrying all your stuff in grocery bags... hard on the ego, and not very impressive with the ladies... LOL
BTW, I would like to make a suggestion for the future. You will always find what you want at a good price if you search Ebay. You sometimes have to be creative with you search words but it work eventually. I searched Harley saddlebag liner to get this result. Just my 2 cents.

I have toured 30 states over the past 16 years and currently on a 7 week coast to coast ride with the wife - I tried the soft luggage and sold it - I prefer to do my own packing - the wife has a small blue bag for the tour pack that has our cloths - right saddle bag as two small bags - one for bathroom items - other for her items - rest of the areas get rain gear and warm gear and 'stuff' - this has worked great for us - when we walk into a motel the blue bag and the two small bags go in.. all is well - currently we have 3200 miles on this trip and expect another 3500 before we get home..
