There is no double jeopardy, and he can be tried for the exact same thing by civilian court and under the UCMJ. For instance, a Marine can be found guilty in town and on base of a DUI, and should be. As a GySgt he would have to be found guilty at a court martial. No NJP/Office Hours/Captain's Mast can take rank from a GySgt.
