Randomly having a real live uniformed officer in a marked car pulling drivers over with their roof lights on is a better warning for would-be speeders when isolated to a small area of trouble.
Think about it..how many times do you slow down or make sure to avoid rolling stops in a certain area because you KNOW it is a hot spot for tickets.
Sending out a ticket by mail will get the message out to only one person at a time..
In populated areas 100 drivers going by the area can see and learn from the one officer giving the ticket. Kinda like a warning.
You're right, that IS the "ideal" situation, but speaking from personal experience, most LEO's just don't have the time to spend on that kind of traffic enforcement. Thus the cameras. If it WAS possible, I know it would work better than the camera. In my nighborhood there is a T intersection with stop sign two ways. The local police sit at that intersection so often writing citation for not coming to a complete stop, that EVERYONE knows to make an EXTRA careful stop, AND we all tell our friends and relatives about it. So... it works. (At least at that intersection. lol)
