Wal-mart sells a multi-purpose cleaner degreaser called " Super Clean " which will make your white walls sparkle...it's a concentrate...just be carefull not to get it on wheel bearings etc.
I use a S.O.S. pad. Have heard of guys using everything from degreaser to laquer thinner. Regardless of what you use its gonna be a pain in the *** and gonna take some serious elbow grease.
I use Westley's Bleach White followed by a Mr Clean Magic Eraser. This keeps them looking bright white!

I jack up my scoot, and place a box with a plastic garbage bag liner in it under the tire (so the WBW run off doesn't make and mess) and then just sit on a short stool and take my time.

I clean mine weekly with WD 40 and rag, then a little soap and water. Dirt comes off witha simple swipe of the rag, no real rubbing or scrubbing. Before anyone howls, it is not oil, it is a Water Displacement product. Doesn't hurt the rims either.
