Default Street Glide rake

I have a friend who recently purchased street glide. The previous owner put a 21 x 4 front custom wheel, a chin spoiler, Lindby Lindbar and factory fender. Bike has not been lowered. He is looking into increasing the rake. He says the front end looks to junked up. he wants to know if it is possible to increase the rake to match a fatboy of 32 degrees. I am not too knowledgable in this field and would appreciate all comments good or bad.

I beleive you can use a tri glide triple tree that has a 3 degree rake, which will kick out the front wheel and lower it a little bit.
