I wanted to dress up my 10 Ultra with the HD chrome passenger floorboard covers and the other day went to install them. The install is pretty straight forward, drill 2 5/32nds holes put the cover on and screw in 2 self tapping screws. It would be easy if the screws weren't so cheap that the philips heads strip almost immediately.
The instructions will tell you to remover the floorboards from the bike. Those bolts on mine were on so tight that they also began to strip so I did the install on the bike. HD says to mark the center of the holes and center punch it. It's easier and more accurate to find the drill size to match the hole on the cover, drill a shallow spot and then use that to center the 5/32nd drill.
The cheapy screws are 10-32 fine thread so I tapped the hole then used the supplied screws with a bit of threadlock. For the money you'd think HD would supply better screws, but this is a workaround that is as easy. If you don't have the taps, they are under $5 and will make short work of the AL floorboards.
I drilled and tapped mine then used stainless steel machine screws that I first polished the heads on so they look like chrome ones. A little thread lock and they will stay. I removed the rubber pad on one thinking I didn't want to chance the drill going through the rubbber. The rubber pads are a bear to put back on. Did the other side without removing the rubber pad.
